horizontal bar chart numbers
i do not see numbers on bar chart in focus mode as shown in red below however if i come out of focus mode then it displays the numbers

There are several possible reasons for this behavior- Proportion Issue: The resizing of shapes and font sizes in Focus Mode can cause data labels to become too small or misplaced.
- Color Issue: The color contrast may be reduced, making the labels less visible. Adding a background to the labels can help improve their visibility.

The ideas provided by @Ritaf1983 are worth trying out.
What's more, I did a bit of testing myself and did not reproduce the problem you are facing, here is a screenshot of my test:
On Power BI Desktop:
Without focus mode:Under focus mode:
After publishing to Power BI Service:
Without focus mode:Under focus mode:
You can try clearing your Desktop's cache a bit, or try recreating a report test to see if the issue persists.
This is my Power BI Desktop version number, if your problem persists, please try the version of Desktop I tested or the latest version of Desktop:
