Currently Power BI does not support this feature, please use the @ amitchandak ’s link to vote for it.

If you are in a hurry to use it, you can create a tooltip page for it as an workaroud. Please refer to the following document about creating tooltips to see if it helps you.

Create tooltips based on report pages in Power BI Desktop 

I have create a sample.

First, create a tooltip page.

Then, configure your tooltip report page.

And finally, manually setting a report tooltip.
