can it be possible that if these is no data in visual 2 then visual2 should be hidden and visual 1 should extend automatically till the end of visual2?

It is not possible to automatically resize a visual when one other visual doesn't contain data. A bookmark only captures a state but cannot determine whether a visual/measure has no data or not. You might have a better luck with using an html table using the html visual. I'm no html expert so I'd use AI to help me out.

if there is no data in second card then how it automatically navigate to another bookmark?

I create two cards. One with number and one with blank.
I think you can use bookmarks. It can let you hide the visual you want to hide.
