help on basic dashboard viz vs report

It is normal that when you pin visuals from different report tabs to a dashboard, they appear one under the other (or however you arrange them on the dashboard canvas). The dashboard does not maintain the tabbed structure of a report.
Navigation buttons are a feature of reports, not dashboards. In a dashboard, you cannot use buttons to navigate between different views like you can in a report. However, you can set up a tile in a dashboard to link to a specific report page. When a user clicks on that tile, they will be taken to the report page in the Power BI service, where they can use the navigation buttons you've set up in the report.
If you want users to experience the report with navigation buttons and tabbed pages, you should share the report itself rather than the dashboard.
