    Try

    Column = CALCULATE(SUM(Table[hours worked]), ALLEXCEPT(Table, Table[Employee], Table[start of week date]))

     

    EDIT: I'm a bit confused, do you want a measure or a column?

Try

Column = CALCULATE(SUM(Table[hours worked]), ALLEXCEPT(Table, Table[Employee], Table[start of week date]))
