export a paginated report to PDF by page range

I have a paginated report with 1 record per page. These are letters that will be sent to a mail house to print. The issue I am having is that the pdf that is generated is too large to edit after it has been exported from Power Bi report builder. These reports often have up to 100,000 pages and the pdf comes out to be over 300mb and it just hangs if I try to split it up in Adobe Acrobat. I need a page range of no more than 20,000 pages in each file. Is there a way to export the report by a page range? Crystal Reports allows this type export but I can't seem to make it happen in Power Bi. If I try to print to a pdf it will let me select a page range, but I just get an error if the page range is more than about 5000.

@eowens27 can you add a parameter to filter report by x number of pages, and use that method to limit the output.

Can you give me an example of how the parameter and filter would be set up? I keep getting an error that the page number can only be used in the footer.
