dynamically changing the words on a card based on the value of a measure

Can I  change the text in a card based on the value of a measure? Specifically , I am calculating the variance between 2020 and 2021 for Income tax. In the tables below you can see the variance between 2020 and 2021 for income tax is -200... (800 -1000= -200). I would like to have a card that dynamically changes words based on the variance. If the variance is positive I would like the card to say Increased income tax. If the variance is negative I would like the card to say decreased income tax. Is there a way to accomplish this?
