dynamic ranking - putting results in a table and then conditional formatting

Hi, 

I have been struggling with this issue. My data is like below. I need to get 3 factors with the biggest sum of 'Abs Effect', with date slicers and area slicer on the page. Area slicer can have single/multiple choices. The result will be like this. If sum(Effect) is positive, then upward arrow in green.If sum(Effect) is negative, then downward error in red. Many thanks for your help!
