When in the Power Query Editor, what is the difference between "enable load" vs "enable load to report"?

If you unselect 'Enable Load' it will not load to Power BI Desktop and that query can be used for other operations like Merging and Appending etc. When we publish to Power BI Service, once we schedule refresh in service this query/table will also refresh for the latest data.
If you unselect 'Enable Load To Report' it will not load to Power BI Desktop and that query can be used for other operations like Merging and Appending etc. But when we publish to Power BI Service, once we schedule refresh in service this query/table will not refresh for the latest data.
