Hi,
I have date ranges from 2003-2020. When users first open the report the slicer should be 31/07/2010-31/07/2020 (as shows below), but all the previous dates are still available and they can manually go to previous years.
Is this possible?

Before you publish the PBIX file to the Power BI Service, Select the preferred date range, in your case July and publish.
If your dates are not adjusted by filters in the date column automatically based on any dynamic measure, this should work.

When the report runs for next month, my end date will change to 31/08, will the slicer then automatically change the from and to date to 31/08/2015 - 31/08/2020?

I don't think it is possible it may slicer dynamic selection a default value.
You can use bookmark to save current filter selection to reset/keep raw filter effect, but these selections not able to dynamic changes.
