Not sure if you can do this directly.
But if there is no other way, personally i would do is use stacked column (not the 100% stacked) and i will create more measures with color same as background color. Then placed those "white-background" measures under those red, green, yellow, and orange bar.
But again, not sure if this idea will work though.
Not that much of help but hope this will give a slight idea.
