    what about the following solution:

     

     

    Difference = 
VAR _Calculation = CALCULATE(
                            MIN('Table'[naujasbandymas]) - MIN('Table'[norma]), 
                            FILTER('Table', 'Table'[naujasbandymas] >= 'Table'[norma])
                    )
RETURN
    IF(_Calculation = BLANK(),TIME(0,0,0), _Calculation)
