cumulative

I have two files(the same in two different folders)Any idea why Cumulative in one is working the other one is not working? look at "CumulativeScrap".  
Need Help

Is one a measure and the other a calculated column?

      Anonymous anything different in relationship? Is cross direction single not BOTH
