    You could try the measure as below:

    Measure=CALCULATE(DISTINCT('Table'[id]),FILTER(ALL('Table'),'Table'[Field1]='R'||('Table'[Field1]='S'&&'Table'[data]=MAXX('Table'[data],ALL('Table'))))
