try replacing the "Values" function with "Selectedvalues" function.

you should have a slicer with the values of measure names and when clicked it will show the measure values.

or you could implement the field parameters feature, check it out https://learn.microsoft.com/en-us/power-bi/create-reports/power-bi-field-parameters
