Hi there
At the moment we are running a pilot group of 40-ish people with PowerBI reports.
We have 3 different apps and a number of reports and datasets.
For every one of them we have a list of database permissions / app permissions / etc. (see the screens below).
Now it is already annoying to add everyone for all databases, but when we go live with 500ish users, it becomes a straightforward nightmare.
How can we best maintain this? Alternatively. can we copy/paste security/permission lists?

I don't think there is an option to directly copy/paste security/permission lists currently.
In your scenario, I would suggest you try using dynamic row level security, instead of creating separate roles. Following are some good articles/blogs about Dynamic Row Level Security with Power BI for your reference.
