I have a matrix and when I want to use conditional formatting it is not working. E.g. below screenshot. What am I doing wrong?

I think you are trying on enabled it on measure fields, right?
Measure formula is impossible to apply aggregation functions, I'd like to suggest you use other field values as condition to formatting measure result(field value mode) or setting static values as conditions on 'rule' mode.

@Anonymous I do not understand sorry. Now I created a measure to switch on color:
When I use this as conditional formatting, format by field value on the measure in my table. It does not work.
I have other reports that work fine with this kind of using measures to show an icon e.g.:
