I actually want to create a scatter plot with additional lines but since power bi does not support scatter to have another line other than in the analytics pane, I tried to create a line chart and for the dot plot, I reduced the stroke width to make it looks like a scatter.
The problem is that I need to do conditional formatting where a dot plot that is above the green line, I need to make it becomes a red dot. I know it looks impossible to do with a line graph but do any of you guys can give me an idea? or other charts that I can try?

It is suggested to use Splines chart in Power BI. You could add this chart from Power BI Visuals Marketplace.

@Anonymous , Viusla with more than one measure does support conditional formatting. I doubt you can do that.
