conditional formatting broken in matrices

Hi,

I´m having issues with some matrices. The upper one should have data, like the one below. 

for some reason conditional formatting isn´t working after a while. I tried everything, since adding a new matrix won´t let me do conditional formatting like I like (because choosing between percentage and number isn´t available anymore) I had to do a workaround, which is copying a previously working matrix and adding the new information. 

Conditional formatting is the same on both matrices, so I don´t get why I´d get a different result. I´ve already checked the other formatting settings, like value colours, etc. 

I suspect there may be some glitch/bug involved, because this isn´t an expected behaviour.
