You could try two methods about conditional format.

1.create a measure.

Measure = IF(SELECTEDVALUE(financials[Year])>2013||SUM(financials[ Sales])>6000000,"red","white")

Then select field value ->measure.

The final output is shown below:

2.Or create a measure.

Measure 2 = IF(SELECTEDVALUE(financials[Year])>2013||SUM(financials[ Sales])>6000000,1)

then select rules ->measure 2

The final output is shown below:
