color bar chart based on budget

I am new to Power BI.  I am a report writer, but not a strong developer.  I am hoping to find a way to color a bar in a bar chart based on performance vs. a budget.  So if a person is 95% of budget their bar = RED if a person is 96-99.99% YELLOW, and if 100% or more the bar is colored GREEN.  I would also like to display the budget bar as BLUE.  I will need to do this for both MTD and YTD and will have the data change daily.

 

I am also hoping to make this a Area > District > Region drill down chart which also seems to be a challenge in Power BI (for me anyway).

 

Any help is greatly appreciated.

Hi, a partial solution is that you can color your bar chart or column chart in 3 ranges.

 

Step 1: Add your measure in Color Saturation Section

2. Step 2 Go to Format --Section Data Colors - Enable Diverging 

 

And Select Minimum, Center, Maximum

There is no conditional formatting for bar and column charts yet. Only for Tables and Matrices currently.
