change the panel background color

If you mean the background color for the visual in desktop, which visual did you use? For example, about table visual, you can change background color below:

If you want to change the background color for a page, you can set it like below:

What do you mean by Panel? (that could mean many things)

To change Background color of a Page

Make sure no visuals are selected - click the Format (paint brush) - Page Background - Select a color

But if you are talking about the "theme" of the software itself - I don't think that's an option for PBI Desktop

like in Office Products such Excel, etc....

It depends what you're referring to when you say 'Panel', see below for a few options that may help.

To change the slicer panel background color, simply select the visual and format it in the visualisations pane. Go to 'Items' and select 'Background', you'll then be able to change the background color manually.

If you are referring to a dashboard tile, then I'm afraid at this moment in time you are unable to change the color. The default color is white.

To change the filter pane background, you can go to the ribbon in Power BI, select 'View', click the themes dropdown, and select 'Customise Current Theme'. Then you'll be able to select ' Filter pane' and edit the background color. The filter pane is the pane to the left of the visualisations pane one the right of the report page itself.
