cant export to power bi desktop format

I am unable to download the published Power BI report file. I would like to know the cause. The reasons are that incremental downloads are not enabled, and I have Admin privileges in the workspace.

Hi,

 

Based on your scenario, even if download is enabled and you have Admin privileges, there are a few other factors that can still prevent the download.

Possible Causes

  1. Dataset / Connection Type (Most Common)
    Download is not supported if the report is built using:
  • Live Connection to another Power BI dataset
  • Azure Analysis Services / SQL Analysis Services
  • Composite models with external sources

In these cases, exporting to .pbix is restricted by design.

  1. Tenant-Level Settings (Admin Portal)
    Even if download is enabled at the report/workspace level, the tenant setting may override it:
  • “Download reports” might be disabled
  • Or restricted to specific security groups

You may need to confirm this with your Power BI Admin.

  1. Sensitivity Labels / Data Protection Policies
    If the report has:
  • Sensitivity labels (e.g., Confidential, Highly Confidential)
  • Microsoft Information Protection (MIP) policies

These can block downloading the .pbix file.

  1. Incremental Refresh / Large Dataset
    Although you mentioned incremental refresh is not enabled, note that:
  • Very large datasets or certain configurations can still restrict download
  1. VPN / Network Restrictions

Yes — your VPN could be the cause

If your network restricts access to certain endpoints, it may block the download process.

Power BI requires access to endpoints such as:

  • *.powerbi.com
  • *.analysis.windows.net
  • *.blob.core.windows.net

If these are blocked, the download may fail even without a clear error.

Recommended Troubleshooting Steps

  1. Try downloading the report outside the VPN
    → If it works, the issue is network-related
  2. Check the report connection type
    → Import mode supports download; Live/Composite may not
  3. Confirm tenant settings with your admin
  4. Check if any sensitivity labels are applied

Summary

  • Admin access alone does not guarantee download capability
  • Common causes include:
    • Live connection / composite models
    • Tenant-level restrictions
    • Sensitivity labels
    • VPN or firewall blocking required endpoints

Hi @ericjo 

Have you checked whether you're opening the report or a copy  shared with you by another user? Also have you checked with your tenant admin is the option to download a pbix is enabled? - your admin might have changed this

First, I checked the settings and it appears that downloading is possible as it is enabled.
I am currently working on a VPN that restricts access to specific websites; do I need to allow access from specific IPs to use this feature?

Hi @ericjo,

According to Microsoft documentation, Power BI Service needs proper network connectivity, DNS resolution, and access to service endpoints. Since the documented requirements are met and it was previously functioning, the issue could be related to your VPN or network restrictions. Try downloading outside the VPN; if successful, work with your IT team to enable access to the necessary Microsoft/Azure endpoints.

There are a couple of reasons why this might be happening.  The easiest one to check and fix is to see whether you have enough harddrive space on your computer to download the file.

 

Depending on the type of file you are trying to download, there are these limitations:

Here are some other limitations:

Report download limitations

Permissions and workspace requirements

  • You can download a file while in either Reading view or Editing view. You must be at least a Contributor to the workspace that the report is in. If the report is based on a semantic model in another workspace, you need to be at least a Contributor to that workspace as well.

Report creation and state

  • If you create a report by using the Create button, and it's based on a semantic model in another workspace, you can't download it.
  • Reports created in Power BI Desktop must be published or uploaded to the Power BI service before you can download them.
  • If you create a report in the Power BI service, you have to save it before you can download it.
  • The report you're downloading must be published or updated after November 23, 2016. Reports published earlier aren't downloadable.

Data source restrictions

  • You can't download reports based on semantic models that are imported from OneDrive for work and school.
  • You can't download reports based on local Excel or CSV files that were uploaded to Power BI.

Workspace and copy restrictions

  • You can't download a copy of a report if the copy is saved in a workspace other than where the original report is saved.
  • If you create a Power BI report based on a semantic model in one workspace and publish the report to a different workspace, you can download the report in live connected report mode only if the semantic model is configured for incremental refresh.

Deployment pipelines

  • Downloading a .pbix file after deployment isn't supported as part of the deployment pipeline (Fabric Application lifecycle management [ALM]).

Other

  • If you download a live connection report (connected to SSAS or AAS) after you change its data source by using REST APIs Update Datasources or Update Datasources In Group, the downloaded .pbix still contains the old data source.
  • If you download a live connection report, the connection string format is incompatible with publish/republish with OneDrive and SharePoint. You need to open the .pbix file in Power BI Desktop and reconnect to the semantic model again before updating the file in OneDrive and SharePoint.
  • Attempting to concurrently download a report based on a semantic model enabled for large semantic model storage format might result in errors.
  • Reports that are based on a semantic model enabled for large semantic model storage format can't be downloaded using REST APIs. Use the Power BI service to download these reports.
  • Usage metrics report can't be downloaded. However in some cases this option might be available and if so, you can only download in live connected report mode.
  • Template App reports can’t be downloaded.
  • Downloading a report/dataset as .pbix from the service after deploying them with Git integration is not recommended, as the results are unreliable.

Thank you for providing so much information, and I have read through all the relevant items.
I am using Databricks as the data source and employing the Import format.
I am not using either a deployment pipeline or incremental processing, and the report size is 32MB.
I was previously able to download it, but now I cannot.
