Measure = CONCATENATEX(VALUES(Data[NRO]),Data[NRO],",")

I believe this is what you are looking for.  Creating a New Table:

NRO_Revised = SUMMARIZECOLUMNS( NRO[CODE],
                               "NRO", CONCATENATEX( NRO, [NRO], "," ))

CODE   NRO

A	111,222,333,444
B	554,231,316
