As a calculated column:

= CALCULATE ( MIN (Table[date]), ALLEXCEPT ( Table[item] ) )

as  a measure it depends on other filters in place.

Adding to @mattbrice's answer, please put table first, then column in ALLEXCEPT()

Measure = CALCULATE(MIN(Table1[Date]),ALLEXCEPT(Table1,Table1[Item]))

And make sure your Item column is not summarized.
