I want my end users to be able to select values from this bar chart (screen shot below) to filter the values in a table below... but because the first bar is so high (2,328), the smaller values (9, 5, 4, etc.) are too small for the mouse to hover and click. Is there any configuring I can do to allow the end user to click on the smaller values?

I't like to suggest you add legend field, then choose specify legend to instead manually select smallest bars.
BTW, you can also use axis column to create a slicer to apply filter effect.

Thanks @Anonymous - can you clarify a little further?
1) I don't love the legend field as (in my case at least) there are 30+ categories which clutters up the top of my visualization (and then travels too far outside of my color palette as each category is given another color - and updating each data color to the same will a lot of time). I also have shrunk the legend font to 8 and I still can't see all of my values. 😞
2) What do you mean by "use an axis column to create a slicer to apply filter effect"?

For now, I have updated my bar chart to only show the top 10 concepts which reduces the discrepancies between the largest value and the smallest value. If anyone finds a better solution, I would love to hear it!

Current it seems like not contains highlight slicers. Maybe you can create other visual as highlight filter.
