I made a test by using your formula, it worked well as well.
Measure = (SUMX(Control_Chart_View3, Control_Chart_View3[MidCallFailures]) / SUMX(Control_Chart_View3, Control_Chart_View3[Sessions])) * 100
Measure 2 = SUMX(ALL(Control_Chart_View3),[Measure])/CALCULATE(COUNTROWS(Control_Chart_View3),ALL(Control_Chart_View3))

Measure = CALCULATE(SUM(Table1[values]))
Measure 2 = SUMX(ALL(Table1),[Measure])/CALCULATE(COUNTROWS(Table1),ALL(Table1))

what if the values from my first column came from a measure also?
like these values came from

sum() only accepts column reference, how can I get the sum of my values
