You could use the below custom visual which puts the axis titles into the actual bar itself so it will be left aligned.

You're not able to on the visual its self. If it's really bugging you, you could stick each title into a card and overlay each of them onto the visual into then place that you want them. I've had to do something similar in the past, see below.

Those highlighted values are the Y-axis. You can't left align them in the built in Power BI bar chart. One of the custom visuals might have the option, but I am not certain.
