Imagine a scenario when you open the page below:
There are two visuals, and you apply filters on the left visual (works the same if filters are removed after applying them)
Then you scroll down on the right visual and select one value that is hidden.
Why does the scrollbar reset and jump to the top? Is it possible to disable this jump?
When the filter is removed and applied again, there is no more jump, only on the first occasion after filtering is applied on other visuals.

This behavior of the scroll bar is due to the design of Power BI Desktop and cannot be disabled or changed.

Based on your idea, the Microsoft team will work hard to improve the product.
You can try:
(1) Drag the visual directly with the mouse to change the height of the visual.
(2)set the Y-Axis from "categorical" to "continuous", the axis will be compressed and all the values will be visible without any scroll bar.
