YoY Change with Activity Date and Current Year Date

YoY Change with Activity Date and Current Year Date

Date formulas always make my head spin. 

Goal: Create a measure to calculate the YoY change (+ - change) when looking at the current date on the X axis. 

Table: I have a sum of users on that activitydate that is also linked to the Current Year Date (DATE_CY). Sample table is in the link below.
