YTD Measure only calculating for categories that have actuals

Hi

 

I have a measure for YTD budget.   There is a seperate fact file for budget with periods 1 to 12.   Actual is to period 2.

 

Measure below

 

YTD Budget = Var SelectedMonth = Max(FactPLActuals[Period])  Return CALCULATE(sum(FactBudget1[Budget]),filter(All(FactBudget1[Period]),FactBudget1[Period] <= SelectedMonth))
 
The YTD budget measure seems to only work for projects with actuals.  You can see below projects with budgets but not all of them are in the YTD graph.
