You will need a column on your data that has a number PowerBI can use to sort. If you need, you can add a small table that has just your categories and the order, set the sort order on that small table, join it to your main data table and pull the categories from your small table.
You select the column you want to sort then, under the 'Sort By' drop down, pick the column you want to use.
If your table has two columns for the ranges you can use either the low or high to set the sort order and that will work also.
Thanks @jdbuchanan71. I've got as far as creating the new table, but I am not sure who to merge. Can you point me in the right direction?

Can you show me a sample of the fields you have on your main table, the one with the amounts you are adding up?
Here is a sample. The graph in my original question is displaying the total number of households for 5 visible minorities.
