X-Axis Constant Line with Vertical Data Label

Hello, how could I add a vertical (not horizontal) data label to an x-axis constant line in a line chart? (Like the image below, with the vertical data label example)?

I couldn't find it in the Visualisations tab (attached):

@alpha-san , I don't think that data label rotation can be done.
