Writing Notes in Power BI
No and yes. There is no visual like that, and the main reason why is that a report is interactive, meaning what is shown is not necessarily what was shown when the note was entered.
If you want just a static text, you can use a text box.
If you want to enable users to enter notes for specific data points, the solution is to build a Power App for this, and then use the Power Apps custom visual on the Power BI report.
