Working with two dimensional week factors

It would be great if anyone of PBI experts can help me out .. Thanks in advance....

I am stuck at the week conversions. I have activation week and activity week . 

The problem is that I need to convert the activity week based on the activation week . Means suppose a customer is activated on Week 48 and he does some activity on same week then it shall be marked as Week 0, if the customer who has been activated in week 48 but does activity in week 50 then it will be marked as Week 1 and so on and so forth. Similarly for activation happened in week 48 and the activity has happened after 201905 will be summed up till 201914 and this will be marked as W-Others and if blank in activity week then marked in Silent.

Similarly for yearweek 201849, it's first activity week would be 201849 and this will be marked as W0
