Working with Target table best practice

Hi all.
Could you please share with me how to adopt a method that works with quarterly targets versus daily data.
There is a leads table with the following information 

leadIDCreated DateConvereted Date

In addition, two targets are planned for each quarter:

QuorterTarget LeadsTarget Converted
Q1/2337530
Q2/2337530
Q3/2337530
Q4/2337530

In selected years, I need to show quarterly the actual versus target
In future i will have filters by lead source, department , etc...
