Word Wrap only working for some rows not others in Table

For some reports (not all), the word wrap in tables are working for some rows not others, even on the same field. The full text shows when I hover, but it won't wrap. In the attached screenshot, the 1st three rows have the same value for the 2nd column. Only the 1st row is wrapping. I've tried turning off word wrap and turning it back on. I've removed the field and added it back in. I've changed the column width. If I create a new table, it wraps as expected. Which is fine as a workaround, but shouldn't be necessary. Any ideas on what might be happening?

Word wrap works fine in the majority of my reports, just a couple where I'm seeing this issue.

I am on the newest version.

Word wrap works fine in all circumstance in my test. Are you use the newest version?
