With respective to the URL filter user need to see the program level filter

Hi,

Here i am using different kind of visuals, but I filter the data in all the visuals with the help pf URL filter for that I am filtering only user ID in page level filter option in filter panel.

Based on user login can able to see the data with respective to the user but my requirement is little tricky what ever the programms assigned his name he wants to see the data like respective to the program level filter and what ever the roles assigned to that program all the roles can visible in the table visual.

Is there any chance to achieve this requirement please help me in thin scenario I really appreciate your help. I have shared the screenshot below.
