With license office 365 but still asked to upgrade to Pro license

I have a Pro license, I share the report within my organization however every 2 months they be unable to view report which prompts them to upgrade to Pro license. They need to wait a few days only could view the report. In my organization, all have Microsoft 365 licenses and Microsoft Teams, why do still have this issue?

Unless all users have an E5 Office subscription (in which PBI Pro is included), they all need a Pro license to be able to use the report.

Using and collaborating on Power BI in Microsoft Teams for Power BI free will also prompt users to upgrade to a Pro license, any solution to avoid this happening?
