Window to write for Measures and Columns is too small
Hi garrek99,
Based on my test in Power BI Desktop version 2.37.4464.602, after expand DAX window, if there are more than around 11 lines, the scroll bar is generated automatically to provide more space for us to write expression. In my opinion, the DAX window provides sufficient space for expression, you needn't worry about this.
Regarding the requirement to use a pop-up window to write DAX, there is a similar idea item which you can vote and comment on it: Dax Studio Capability. Meanwhile, I will report this requirement internally, will keep you update once I get any feedback.
If you have any question, please feel free to ask.

I respectfully disagree.
13 lines of code is not sufficient to be able to write good/properly formatted code and be able to keep all the lines of code in mind so that you can continue to develop that formula without having to scroll up and down constantly.
I am writting a formula right now that calculates "Mean Time to Acknlowledge a Service Request Ticket" and this formula needs to take into account business hours, weekends, Holidays and so on. I'd like to see someone write that formlula in less then 13 lines of code. (Unless there is a built-in function to do that for you. ;-)
One thing is for sure: You can't go wrong providing more space for code. That window can auto-expand until it hits desktop limits and then provide a scrollbar and no one will complain.
