why does it show yellow?

Based on the information you have provided, the problem you are having is that neutral colours are not being displayed. You should note that neutral colours only apply when there are two target values, if your metric is in between then it is neutral, if it is above the higher target then it is a "good colour" and if it is below the lower of the two targets then it is a "bad colour". I created a sample data for you that hopefully explains it better:
