Why can't I drag a measure into the "Rows" section of a Matrix?

I've tried with all kinds of measures and it just won't drag in... is that just me or by design?

MEASURE is only a formula.


It gets computed for the filter context that is provided to it for example the values in the  rows and columns of a Matrix Visual.
