I dont know of an exact match, but would creating a table/matrix with conditional formatting serve the purpose?

Even your information is ambiguous, I post suggestions according to my understanding. You can create KPI indicator in Power Pivot in excel, then import and display it to Power BI. You also can create the visual directly in Power BI, please review the following similar threads or articles.
