  I tried Infographic and waffle chart, but as you rightly said Infographic visual can be used in here.

    It seems like a Poeple Grapy in excel.If what you show is a static visualization you can consider drawing it in excel and then importing it into powerbi as a picture.
    
    If you want to display visual dynamically in PowerBI , you may need to use Infographic Designer to build your own complex highly tailored visuals.
