Which is the correct License ?

Yes, that would work, but only if you go for a premium capacity and not the premium per user license.

1. if you create a report and publish report to Power BI Service Portal, your coworker need pro license to access this report, coworker with a free Power BI license can view a report that's hosted in Premium Capacity(P SKU)
2. For embed a report in sharepoint online, the following requirements need to be met:
- The Power BI web part for SharePoint Online requires Modern Pages
- To use an embedded report, users must sign in to the Power BI service to activate their Power BI license.
- To embed a web part in SharePoint Online, you need a Power BI Pro or Premium Per User (PPU) license.
- Users with a free Power BI license can view a report that's hosted in Power BI Premium capacity (EM or P SKU).
