Recently I formed a PBI Desktop Testing team for our organization to assist our enterprise software team managing the company's standard software. We have a policy to keep wihin 1 month of the currently available release of the Power BI desktop tool. We do this it get the latest patches for that release after you "kick the tires" as they say. 🙂
I refer to the "Previous monthly updates ..." site for the prior months' releases. Unfortunately the prior month's release is not available in a timely fashion. To manage my testing team's expectations and our testing cycle, when the lastest release of the Power BI Desktop tool is generally available, when should we expect to see the prior month's release on the archive site.

so if i understood you well, you're asking when the december release will be in the link you mentioned, since there's still no release this month, the december update will be added once the next release it live.

There is no plan for January release due to the New Year. We are going to embrace the February release directly. Thank you for your patience!
