In your scenario, it seems that you want Table 1 and Table 2 have same rows, right? But I check your sample data, I find that in PBI Data, there is no corresponding [MATRICULA] records, when you choose [IDJefe], so it will lose some rows. This is default, you don't have record in dataset, it won't show it.

You need to know if there is no record in datset, you can't see this in column field or row field in visual, you need to create measure to show it. But in your sample, you use these in column or row field, so you could not view it. This is by design. You could check your sample
If you want to show this, I think you could left join these two table to see whether it work or not.
