What is wrong with my conditional formatting rules?

See screenshot, essentially if > 0 then green, else red.   why is it showing as red?

    Is "or_delta" the same field as "OR General"?

thank you! i see my error. I have to manually go in and update that for each. tedious but at least now I know why!!
