What is the best waay to connect to the data behind a site such as USspending.gov?

I'm trying to create a live(ish) look at where the US is spending on govt contracts and grants ideally to drive our sales funnel to the receipients.  What would be the best way to connect to a source like this?  Is there a way to do it without needing the ability to develop a connection to their API?

Any advice would be tremendously helpful.

To get the underlying data of a web site, you can either connect via OData Feed or web API. Otherwise you may create your own application to do "web scraping" and store the data somewhere.
