The dotted line represents the page border. In Power BI Desktop, you place your visuals on a pre-defined canvas. You can't place visuals outside the borders of the canvas. To change the canvas size, click on a blank area of the page inside the dotted line, then choose Canvas settings from the format panel. You can choose a pre-defined canvas size, or a custom one where you can set the canvas size in pixels.
